I received a Fixed Penalty Notice for parking on double yellow lines but my car was at least 2 metres from any double yellows. I was parked in the middle of a bay which is 3 vehicles wide. There is no lines at the end of the bay where the front of my car was but there are lines two metres away on each side. What is the definition of parking ON double yellow lines?

You have to be ON them, they must be unbroken and finished at both ends by a connecting bar - which they often aren't and therefore any ticket issued can usually be successfully appealed aginst following a test case a while ago.
...ON them includes your bumper 'overhanging' them...
ask for photographic proof, then you can see what they are talking about!! i've done that and appealed where the double lines were not finished off with a 90degree end line, fine cancelled due to incorrect road markings!
