It is an offence for you to use, or to allow another person to use, a motor vehicle on a road or public place if there is not in place an insurance policy which insures against third party risks.

The maximum penalty for the offence is 6 - 8 penalty points or a discretionary ban and a fine of up to 5,000.
Kempie is right - it is viewed as seriously as the driving without insurance offence.
...and be aware if you then claim you didn't give permission the driver is seen as stealing the car.
And if you let someone drive your car and they have insurance don't assume it will cover damage to your car. Before I let anyone drive my car I'd want to be very sure they had insurance and I would be covered fully in the event of an accident.

all those answers seem correct.... likewise if you lent your car , to somone else ... and for example , it had a bald tyre,,,,, and the police . stop the driver , in theory, he could get three points, for "defective tyrE" ,,, and if the police "chase " the matter even further,,,,, you culd get thrr points "for permitting someone else to drive you car with a defective tyre "...... see dvla leflets .
