fireworks in public places

Can anybody please give me a link to current legislation and guidelines about the unauthorised use and banning of fireworks in public places, i.e. streets, etc. Thanks.

Why is it never enforced then? They're going off already on our main road with a police station about 200 yards away, work that one out?

Just the informaton I wanted. It's obvious that some of the roaming ferral youths round here are not up to date with current legislation.
