what is an arrest warrant (no bail) for HMCS fine mean?

My friend has got one and needs to contact the ballif. What does it mean exactly. (i know she needs to pay the debt etc) but what happens next

You dont specify exactly what the debt/fine is for BUT

Your friend needs to contact the courts,or whoever is owed money and pay the debt.
A warrant without bail means she can be arrested and taken straight to court for the matter to be dealt with if she fails to deal with this promptly
