Is it considered abuse if an independent living program for young adults requires you to spend your weekend either doing a job, class or a group activity that they arrange instead of letting you take time to yourself to relax?

don't know whether it's abuse, but why can't you have a weekend doing something you like rather than something that's organised.
If it's a condition of you being part of the program and you want to remain there then I'm afraid you're stuck with it.

Maybe you could suggest that some of the activities become optional where you sign up for it the week before if you want to attend.
Do you have a job, Betty?
What's wearing you out?
Just a thought - how long do these arranged things take? Surely you get time to yourself in the evenings etc.
Part of living independently often involves doing things you don't want to do at times that don't particularly suit you. This sometimes leaves you feeling "worn out". Sounds like the programme is achieving its aims.
I don't know anything about these programs so don't know what is expected of you. With the way you have spelt program(me), I think you may be in the US.Why are you worn out, do you have a full time job during the week? If you do, I think it's fair to ask if you can have some down time at the weekend. If you don't work you need to see a Dr about why you are so tired. The activities surely don't take up the entire weekend, maybe you need help with time management. Talk to someone.
Sounds an American thing. I became an adult without training, but there again I had family I could ask if I needed advice.

If the training is proving useful, then stick with it. Relaxing weekends are never a certainty in life. Plenty of chores outside of paid employment. Especially wearing if you need two jobs to cover the bills. Otherwise leave. Your choice.
No it is part of your program
abuse is something else and comes nowhere near this

at least it does in London - sort of where we are, and sorry a job class or group activity does not cause any harm at all
Of course it's not abuse, you should be grateful that they're maximising your learning time.
