I'm guessing that you're in the USA but you're posting on a UK-based website where
(a) we don't have any regular US contributors ; and
(b) we don't have a written constitution (so questions like yours simply don't arise here).

You might do better posting on a US-based website such as Answers.com (if you don't mind signing up for a free trial to what is actually a pay site), Quora or Stack Exchange.

As a topical issue, you could also refer to the lead taken by US government officials in encouraging individual US states to enforce lockdowns, mask wearing, etc as a response to the Covid pandemic.
