Do you live in a council house? Or receive benefits?
Why would the council ask? Is it a council house? Or are you claiming single person's discount for council tax?
I can't see what relevance the previous home address was as far as you are concerned. They should ask the other person not you if they do need to know/

I live in my own house with a mortgage. Currently on Statutory Sick Pay.
I am currently claiming single-person's discount, yes. I don't want either of us to get accused of owing past Council Tax payment for her.
I expect to have to put in a previous address for the woman and she does not have one.
Is it a long term arrangement? If it's more than a very short term thing you are supposed to inform the council. I'm sure they'll be happy yo take the extra money and won't make you jump through hoops. I'm not sure they will need her previous address unless the info is needed to update the electoral register
completely no

If you are the landlord you are never responsible for CT for someone else at another address.

You write with the tenants signature that the Tenant Mr T moved in on date X and T is responsible for CT from that date. ( it is who is in the house on the night, in case you are wondering how the date is decided)

and you are responsible for CT for the period up to then ( the void period)

this is straightforward
Surely if they do ask, then "no fixed address" should suffice - or have I missed something. When changing Council Tax from single to multiple occupancy I didn't think you had to give any more details. That information belongs on the Electoral Roll where it is now the responsibility of each individual (no longer the householder as it used to be).
If you own the house then there is no problem at all. Just inform the council (the correct department of the council) of the additional occupant and your bill will adjust (or not) accordingly.

No idea what that means regarding your statutory.
If the person is moving into your house, the single person discount will have to stop and you will be liable for the full amount.

There will be no effect on your SSP as that is paid by your employer at a fixed rate.
If the person is moving into your house with you...
You will obviously lose the single person discount, when she moves in. But if she doesn't owe any Council tax, there is no way she will have a debt with them.
