Horse dung on roads is not illegal but when a rider of a horse passes the front windows or a front door of a neighbour's road-side home especially when windows are open on a hot summer's day surely there should be some thought by the rider to "gee-up" their horse to an area between houses and in rural areas this indeed can be done.
The amended Anti-Social Behaviour Act gives more power to the police but it also is amended to improve Neighbourly Behaviour and if an horse rider passing certain homes regular for their horse to do toileting outside these homes then the rider is actually annoying people and that behaviour is Ant-Social and in breach of the new ASB Act.
Please riders have some consideration for human environment and their habitation.

Sounds like a stupid rant to me. This complainant needs to get real.
How does an equestrian know when the horse needs to - er - "go"?
Any time I have seen a horse drop manure in the road.someone rushes out with a bucket to collect it & use it as manure for their garden !
They don’t know. Horses go “on the trot”
Horses don't ask if they can go to the loo. Well we have the anti-dog brigade, the anti-cat brigade, I suppose it was inevitable horses wouldn't be far behind.
Dog Poo smells MUCH worse and I have never seen a dog walker make any attempt to 'clean up'!
I know that horses can be trained to do many things, but to defecate on command is expecting too much.

I think they can pee on request Danny. Our mounted branch chap/chapesses used to whistle to them. :-)
Eddie, my partners father was the same, but would also carry a bucket and coal shovel in boot of car, in case he found any whilst out driving.
I remember when milk was delivered by horse and cart and everyone rushed out with their buckets to get the dung to put on their gardens. I think dogs mess on the pavement is a lot worse than horses dung!
Within the last week, our local council have stencilled on the main road pavements a characterure of a dog on a lead, with the wording "pick it up School route", don't know wether it will make any difference though.

Hi Baldric,
now we can put a name to the face, hoping all things are fine for you and where your abode is.
It is not an obsession when there is little you can do and not only in the summer but winter and whenever it has been raining on the road, i.e., the stench of slurry horse dung on footwear and if not noticed the slurry being trod in doors, our neighbours with roadside properties also in agreement and have the same concern for their healthy human environmental habitation.
It is not a lack of liking for horses only certain riders passing our homes but not all horse riders, indeed a certain rider if they continue the police will be contacted regarding their Anti-Social behaviour under the new 2014 Act, indeed that disrespectful rider having become the village nuisance.
Horses are not meat eaters but flies do settle on their dung resulting in more flies near open windows on road-side properties getting in hot summertime.
I know when a horse is going to toilet and neighbours too, i.e., if we see a horse raise its tail its ready for toileting with dung but the considerate rider (and most are) will have the horse trot away then stop between roadside homes and these considerate riders we also see.
