My Landlord Wont Accept My Payment? May Evict Me Despite Having Payment And Late Fee? (Oregon)

So at my apartment complex my rent is due on the 1st and I have until the 5th to pay, I paid last week on the 8th (11/08/2018), nothing was said until yesterday morning(11/12/2018), I came to a note on my door and open it to see my money order enclosed and a 3 days to pay or vacate notice. The notice said it is for partial payment of rent, I paid the full amount however. So I went to the manager's office to inquire and was told that I got the notice because rent was due on the 5th and I paid on the 8th, in addition he stated that my past 4 payments have had the same timeframe(Although only 2 of those I was given papers) and I paid promptly after). I told him that I could get the late fee right now and pay it, however, he rejected that and said he could not accept my payment until he speaks with his boss to see if they could accept my payment and to hold on to my rent and late fee until he gets an answer that will be put on my door and in my mailbox. Well, now I am very worried, I got a raise last week and can pay by the 1st every month and have the money. But now I can't pay even if I wanted and I am concerned that the notice wont get to me until after the 15th (The timeframe I have to pay the rent and late fee) and from there my landlord can say that I din't pay within the 3 day period and I end up evicted. My question is, has anyone else been in this situation? What are my options and is this allowed? I am still on lease as well until the end of March/ beginning of April..

yes, I have no idea what the US law's position on this is but I'd imagine regular late payments are not good so they may well be within their rights.
I find this rather harsh. My rent is due on the 1st but I pay on the 8th, the day my pension is paid in. I have had no complaints and no penalties.
