Can my Illinois based attorney (at my direction) subpoena my medical records from the Netherlands? if yes, how is that done?

This is a UK site so maybe not the best for getting the information you want.
Surely this is something your attorney would know? Why not ask him,he is going to charge you for the work anyway.
Any Dutch official would hopefully tear up any US subpoena, as it has no validity in the Netherlands.

However you have the right to see your Dutch medical records. You'd obviously be required to provide ID (possibly including your burgerservicenummer from the Dutch authorities) but the Public Information Service of the Netherlands (which handles enquiries on behalf of the the Ministry of Health, Welfare and Sport) should be able to point you in the right direction:

why does he want to subpoena them ?
They are yours

Luckily the same euro-diktat governs data in UK and Netherland the new GDPR
( I suppose that would be het nieuw GDPR)
and so you have a right to them and can write to the Hospital or ziekenhaus and ask for them
sub poena not required

I think in Illinois you need to access someone who speaks and writes Nederlands ..... shouldnt be that much of aproblem
