Someone is fly tipping on my land,is that a criminal offence and can I report it to the police if I know the person doing it, will they do anything about it ?

Prob best to phone the council direct and give all relevant info Bob. The council are usually very proactive with fly-tippers.
Put it on Fixmystreet too. Councils don't like adverse publicity and will get it sorted pronto. Most of the time they'll let you know the problem is fixed as soon as they've done it. You'll have to sign up to Fixmystreet, but you can use a one-off email address obtainable from virushost.co.uk if you want to remain anonymous.
That won't really work, bookend, as the council will only remove toxic waste from private land. 99% of the time it is the landowner's responsibility to get the waste cleared and pay for it.
