After a redundancy consultation period is finished can a company after saying you are at risk accept a voluntary redundancy from someone else whom was deemed required to stay from the start.

Almost certainly, yes.

The purpose of consultation is to explore options for the required downsizing. If a individual comes forward offering to sever his/her contract and that avoids a compulsory redundancy, then it is perhaps to be commended.

It sounds like you were disappointed not to be selected.

I wasn't in the process but the person whom has put themselves forward iS an extremely important member of team and would to be honest greatly missed
clearly not by the management :)
If there is downsizing to be done, and 99 people want to stay and one person wants to go, it make sense to let that person go
I think that if part of the consultation is asking if anyone wants voluntary redundancy, then all applications have to be considered. There has to be a VERY good reason to refuse someone voluntary redundancy and then make compulsory redundancies.
