Call the National Minimum Wage Helpline - 0845 6000 678 for advice.

It may be worth telling your employer that you are going to do this before you do.  They may just cough up straight away.  Make sure that you get it backdated from Oct 1st though.

could i go to citizens advice?
You could go to a CAB but they'll probably just tell you to phone the Minimum Wage Helpline. The situation you are currently in is the reason it was set up in the first place.
If you prefer you can email them - click here for info http://www.inlandrevenue.gov.uk/nmw/nmw_complaint.htm (You can also read about your rights here) http://www.dti.gov.uk/er/nmw/
Yes you are entitled to it from 1 October, but don't worry too much, if your employer doesn't pay it to you now, then as well as getting into trouble with the Inland Revenue, they'll also have to pay you any arrears.  Just make sure that you contact the Inland Revenue - the NMW helpline is part of IR.  Your emplyer won't get a 'letter' - the change in the NMW rates has been published in the national press and was included in the 'Employer's Bulletin' magazine that IR sends out to all employers.  Good luck, and make sure you get your money! :)
