A Health & Safety test is essential for all CSCS cards. Different qualifications are required for the different types of card (and for different skills areas).

It's all explained here:

Mostly safety common sense things and 'hazard' awareness, no specific prequals required. He will have to take a multiple choice test at a test centre and pass that to get the card.
Hi,

He doesn't need previous qualifications but he will need to sit the CSCS basic Health and Safety test.

This needs to be organised through one of the CSCS test centres.

He'll need to revise, and shops like Amazon have books.

Some websites like http://www.cscstests.co.uk have mock exam questions also.
