I suspect this is about record keeping and ensuring that staff do keep records in accordance with the demands of the school/education department. So a system has to be worked out, staff need training on how to keep the records and update them regularly and then someone really has to be responsible for ensuring that records are actually kept by the staff involved with the children. Such records may also be needed when children move on so that needs to be supervised as well..... Is that what you are asked to consider??
