I was wondering if anyone 'on the inside' could tell me how I might go about writing an outline research proposal in support of a PhD application when I am not currently in education....
So, as far as I know I dont have access to the literature databases I need in order to investigate and draft the above, so am a bit stumped.
Where can i turn to access this info? Many thanks

I would suggest going on to a few university web pages and trying to find out the advice they give to their students. I've found this one for example:
http://www.lums.lancs.ac.uk/phd/PhDproposal/
which I'm sure you could adapt for a PhD application.
I've just finished my PhD and was able to get access to the athens database through my employer (the NHS).

This link should show you how to access the athens database which should allow you to access most electronic journals....good luck (you'll b***dy need it!)
