mini remote control helicopter, rotor blades at the back of the helicopter should they turn as well?

Yes otherwise they wouldnt be there
If it has a single main rotor, then yes the back rotor probably should spin...

If it has 2 contra rotating main rotors no, it's just there for display.
Does the rotor blade at the back rotate vertically (like a real helicopter) or horizontally?
Not necessarily CF - if it has counter-rotating main blades, the rear one (if horizontal) is there for forward and backward movement.
...in which case, it will only spin up when the controller is pushed accordingly.
Good point, TBH, I've not seen one like you mention, but as soon as I saw your first reply it took me about 2 seconds to realise what that would work for.
