Basically you give them some money, and they lend you a car for a period of time.

how do they operate in terms of leasing, insurance overheads(tax NIC). Is it worth going into the business as there is Enterprise, Avis, europcar etc
It's a wind-up. A punter asking whether to go in for a business when he doesn't even know how such a business works.
Yeah, if you have to come on here and ask a question like that supposedly to consider it as a business, then you must have more money than sense.

i DIDNT say im setting up a business. i just want to know
Ask Nisson or similar for leased cars for hire. They will check your assets to see if you're worthwhile. They 'lend' to the value of your assets.
Avis and the like have a number of branches all over particular countries. Don't forget that if you wanted to hire cars and you had only one branch say in London and a customer wanted a one way hire to North Scotland, you have to get it back somehow and that costs you. You can't inflate the hire too much, otherwise you can't be competitive, So probably not worth giving it a go unless you had the capital to open multiple branches countrywide.
