By using a big boat that can jack it's self up on legs

But what happens under the water? How do they stop the pipe from filling with water and the whole thing from short circuiting? How deep are the foundations too?

Basically you drive piles into the sea bottom and mount the windmills on them. You then lay cable to connect the turbines to a sore based centre where the power is fed into the National Grid.
