my insurance company have said that they will not let me transfer my no claims bonus to another insurance company. Can anyone tell me if this is legal.

What are the circumstances?

You can't both continue to have the NCB with one company AND transfer it to another one.

So they can't stop you transferring it (if the new company will accept it) but they can stop you keeping it with them if you do.
