We are thinking of buying a cheap dvd/cd player for our touring caravan. If we wanted to use it as a cd player can we just plug speakers in it.

No. You would need some kind of amplifier.
However, you could play your CDs through the TV as though they were DVDs. The TV acts as an amp and speakers. Not exactly HiFi but not too bad.
If your player has a headphone socket you can buy a cheap set of speakers in any supermarket, plug them in and play. (Make sure they've got their own power supply, as Graham has said you'll need an amplifier and that's usuallybuilt in if they have an electricity plug on.) Again though, sound won't be spectacular.
