Can anyone recommend a scanner or scanner/printer which will print photos from old negatives ,2 1/4 X 2 1/4 ins and 2 1/4 X 3 1/4 ins and also what photo program to use ?....thank you.

The Epson 3490 comes with an adapter for film, reviews say it's ok but I haven't tried it myself.

There are thousands of photo editing applications out there, the best absolutely free one is the GIMP (Google it) but it is quite advanced and may not be suitable for a beginner. On shareware sites you can get free trials so download some and see which one you like best.
As far as I can see, the Epson 3490 doesn't accept medium format negatives.

Unfortunately, very few scanners (either flat-bed or designated film scanners) accept medium format. Those which do are usually very expensive. See here:

If you can get hold a suitable scanner, then the best software has to be Photoshop but, once again, this is pricey. For a good, free alternative, try Serif PhotoPlus 6.0:

Buenchico has pointed you in the direction of a possible HP scanner (if it's still available). As most of the scanners are very expensive, have you considered going to a professional scanning company? Depends on how many of the slides you have of course.
