Why does the second application of shampoo lather up so much more than the first?

Because the first one is dealing with the oils and greases in the hair whilst the second one is effectively doing nothing but lather, a waste of time and money in many peoples opinion.
The above answer is pretty spot on. When the market for shampoo got flooded with competitors' products, a leading company asked a marketing firm to increase their profits. This they did by adding one word to the instruction label.

REPEAT
The economical way ( if you prefer lots of lather ), is to use only a few drops for the first application.
Then once you have destroyed your hair with excessive cleaning you can attempt to restore it with multiple applications of cream rinse.
