I have an ebike that needs a new set of clutch gears. In order to get to the motor screws,I need to remove the freewheel. Here's the problem. I have the correct spline tool that fits snuggly but when I turn(anti clockwise) the whole freewheel turns without actually unscrewing. It is definitely a freewheel not a cassette. When I try to undo it, it turns very tightly without ever coming unscrewed from the hub. I'm wondering if during manufacture, it may have been cross threaded?

It's not a left hand thread. I have had a lot of bikes over the years and the freewheel should just "snap" on initial loosening and then simply unscrew. This though turns but is very tight like a nylock nut . I've turned it with a large spanner on the spline tool for a few minutes but it just goes around without unscrewing.
