then you post an answer saying "sorry what I meant to say in my question is xxxxx"

You check it before you post it. Or you reply to your own question and post the corrected one as an answer

Yes but you should make it so can edit it. I asked a question but noticed after that i screwed it up. Becuase of that i don't read the answers and asking the same question again could be spam.
You can't edit anything once it's been submitted.
then you post an answer saying "sorry what I meant to say in my question is xxxxx"
Apparently if they allow editing here all hell breaks loose and the world is doomed, not to mention the universe. All you can do is try again. Or post a correction on your erroneous thread.
Fol; Read through your post before you post. You do need to take responsibility for your own words. It's quicker to do that than waste time asking others what to do.
If you quickly spot that you've made an error, and you think that it's too major to simply post an addendum on the same thread, post an 'answer' saying something along the lines of "Please ignore this post. I screwed up and will post again on a new thread".

Then, when you've posted your new thread, it's highly likely that a moderator will come along and remove the original one on the grounds of 'just tidying up the site'. (I've removed plenty of dud posts in that way myself).
Or you can do as Buenchico says and then REPORT your own thread (by clicking on the report button) and in the reason box explain that you want it to be removed as it has been superseded
