I am trying to download a template for DECAdry labels 99.1mm x 38.imm but when I download it will not lwt me type on it.

Never used them. Do they require software to type into, to ensure the text lines up with the labels in the printer ?

Are you sure that you downloaded a Word file and not a PDF one? This one should work:
