I would imagine 4% of a ton of stone would have more effect as a paperwight than 96% of a feather - did you mean the %s to be of the same thing?
I think it might help if you would clarify the context of the question.

Depends what it is and what you want it to do for example if you wanted to burn through something then 4% of acid may burn through it but 100% of water wouldn't. or in another case some weed killers will only work if you mix less of it into water and if you put more amount into water it just fights its self and cancels it out not doing as good a job on the weed. you need to explain more of what it is the 4% and 100% is of?

depends what it's trying to achieve cos 96% of a bathfull of water will be more effective at drowning someone than 4%
I'd think a compound with 4% arsenic would have more effect than one with 96% calcium if you swallowed it (unless it's the same compound of course)
