If, by "returfing",  you mean the laying of sod to achieve an instant lawn, one should run over the area with what in the U.S. is called a roto-tiller. It's a gas engine driven device with tines to aerate the soil. It need not be too deep, perhaps 4 to six inches is sufficient.  Spread a  high nitrogen fertilizer (it's the first number in the mix ratio on the bag, at least in the U.S., and should be at least 10-6-4) lightly over the area. Then it should be leveled with a rake and the sod is then laid over it in strips which abut each other.  After the sod is lain, it needs to be rolled with a weighted roller made for the purpose.  We have rental stores in the U.S. where one can rent such tools.  Then... water, water, water.... Don't let a day go by for at least two weeks without thorough watering.  This will produce an excellent lawn in the shortest period of time.  In the U.S. the sod will cost about 10 cents per square foot, more if you have it installed rather than doing it yourself.  Seeded lawns are another matter, so please re-post your question if you need help on that type of "returfing".  Good luck...
