Outside Brass Bib tap

Hi All. i have an outside tap made of brass that I think is called a Bib tap. The spout of the tap has a threaded section which I use to attach to a fitting on my garden hosepipe. The tap does not have a check valve
During the past few months, the tap is proving to be impossible to turn off completely. It's very stiff and no matter how much I tighten it, a small stream of water comes forth from the tap.
What do I need to do to put this situation right? I know how to isolate the water supply to the tap, but if it needs a new washer, do I need to dismantle the tap first to check the size of the washer or is there a standard size washer for this type of tap? What else could it be if it's not the washer?

That's a standard size 1/2" tap washer.
You need to grip body with mole grips and undo the head (hex) part to gain access.
TBH, if difficult to turn, the gland seal/nut may be worn, so you just need to buy an outdoor tap assy from a Plumbers merchant (not DIY store)
Just buy the same .. Some are solder type (endfeed) some are compression fit .. If I were you, I wouldn't buy the checkvalve type.

Thanks AlBags. Can you tell me a little more about this tap washer? Would it have a hole in the centre?

Yes .. just a small one. You really want a neoprene (plasicky) one for outdoor tap (not rubber type)
