re-potting limequats?

My daughter has bought me a beautiful limequat planet... it is about 10 inches high and has about 10 fruits at varying stages of growth... it is in a small pot about 4 inches across. The compost lookks rusty brown in colour and fibrous and it dries out very quickly. I have no idea how to look after the plant and feel that the pot is too small. I would like to re-pot it but dont know what type of compost to use. Can anyone lend a hand please?
