How do you appeal against planning permission that was granted before you moved into a property that will be affected by the plan?

I'm assuming you're in the UK... Once permission has been granted, I'm afraid it's too late -- almost impossible to reverse, and then only in exceptional circumstances, with huge compensation for the council to pay. You could sue your solicitor for not finding out about it in the Local Search... Or buy the other property and not exercise the permission. If it's just an allocation in the Local Plan (rather than an actual permission), you could try getting the plan changed at the next review. If it's an outline permission, you may be able to get some details changed. Phone the planning officer and ask what the situation is.
