We have got a pool full of frogs and frog spawn. I understand it is illegal to remove the spawn, but we dont want a pool full of frogs, as we found one frog attached to a fish today, and the fish has now died.

Am I right in thinking frogs can break a fish's back?

You wont end up with a pool full of frogs.... the fish will eat the tadpoles. Frogs will cling to anything during the frenzy of mating but spawning itself is over within a couple of days.
Of a couple of thousand eggs- only half a dozen will survive to maturity.
As for removing it... it is illegal to trade in it, it is not advised to move it to other ponds as this spreads disease but I am sure its not illegal to remove it if thats what you decide to do
