With the ground soaked and then frozen you'd probably do more harm than good digging over beds at the moment. Some fruit trees can be pruned If your hardy enough it's a good time to do things like cutting paths, fencing etc. If your prone to frosts it's worth protecting evergreens with horticultural fleece or straw. If you've got potato seeds they can be put in a light frost-free place to start sprouting. Otherwise get in the shed and have a good tidy up before the real action starts in the next few months.
Re the weather, soil etc all is correct, but this is the time to note the dark, dull areas & plan to do something about it now. Visit a good independant garden centre every two weeks from now & note the increasing amount of colour available for your garden as the weeks pass. Ask questions so that you can choose suitable plants for each area. Think colour & if there are no plants that suit a problem spot think about an ornament, trellis panel or structure that draws the eye & gives a sense of impact. Don'r forget that there are some great garden paints to use on wood or brick to brighten a dull area. Have fun
