I want to change a room into a shower room do I need planning permission?building regs?

As long as your house is not listed, you do not need planning permission. Building regs may be needed if you are doing any structural changes (ie taking out supporting walls and replacing with a lintel), but it doesn't sound like you are doing that, so you should have no problems. If you have any doubts, ring and ask your local planning office. They are usually most helpful.
