Isn't it just to band D ie A to D?
Only if your band E property has been reclassified as band D due to the reduction available to some disabled people in some circumstances
It's only bands A to D that qualify.

It appears from that website as if some people with a disability in a band E house might already qualify for a reduction to band D rates and they would qualify for the rebate.
I read that as meaning that some properties classed as Band E will be treated as being Band B (so receive the £150) in certain circumstances because they have disabled residents.
^ the so-called "disabled band reduction scheme".
If you live in a larger house because of your disability needs and you can demonstrate that fact, the actual Band is reduced by one Band so E goes to D, D goes to C etc.
