Yes. Any toilet cleaner and a good scrub should do it. Plunge the brush up and down the bottom of the pan a few times to lower the water level, squirt plenty of loo cleaner and leave for a few minutes. Scrub.
my mate used to have urine stains in his toilet and you could smell it from downstairs it was truly awful if you put some stuff down the toilet once a week you wont have this problem

How often does she clean her toilet?
Does the loo get flushed immediately after use because if it's left then you get the stains. I live in the SE and I don't have that problem.
What has already been tried? Vinegar?

Cleaned daily. Bleach. Vinegar. Soda powder
Regular cleaning with a limescale toilet cleaner will get rid of that. If it's really stained then use gloves and an old washing up sponge to scrub. No toilet should have stains if cleaned frequently.
I can't understand why it's stained then.
If it's limescale, use this Tamara. You can get it most supermarkets.

I agree with tiggs, mine (SE) needs limescale remover regularly. Not sure I've ever seen urine stains in a toilet.
I use the harpic one, but make sure it's limescale remover and not just bleach.
I'd definitely check she flushes immediately after use because if not that would be the cause.
Or depending how old it is and what it's made from, it may have just lost some enamel coating, and isn't a stain?
I use harpic as well and mix in with the water and let it soak for an hour. You can also get the tablet blocks that fizz up in the bowl.

I can't bear dirty toilets with my OCD.
