I have some trailing fuschia and petunia in my hanging baskets and they are showing buds and in some cases flowering. They are only small about 8 inches. Should I take off the buds/flowers or just leave them? Thanks for any answers.

Definitely leave them, they will continue to grow and flower throughout the summer. What you should do though is dead-head ie take the flowers off once they shrivelled and finished, that will encourage more, especially the petunias.
And don't let the berries grow on the fuchsias, these come after the flower as finished.
