I have an area of newly plastered ceiling in a bedroom which I am planning to paint with emulsion. What I'm not sure about is what is the best way to prime this? Should I use PVA sealant or watered down emulsion? I would appreciate any advice.

One coat of Unibond (diluted) will do the job for you. Cheaper than a special plaster sealer.
Make sure the plaster is COMPLETELY dry before applying either of these treatments. The watered PVA is the best treatment, as undiluted wiill create a skin and won't permeate the plaster..
