I have to fit blinds/curtains into new build window bays. I know the builder has used catnip lintel, this being steel, what is the professional way, ie rawlplugs, and drilling with what drill it?

I think they will be "Catnic" Lintels. Use an HSS drill bit and drill into the lintel.
It depends on the type of lintel used. It may be the one that looks like an upturned " T ", in which case, there'll be easily drill-able masonry resting on the inner flange. (See link below).

If it's a a "box" lintel, then use an HSS (high speed steel) drill bit as Jonboy suggests. You may be lucky and find one of the many holes that pepper these lintels.
