Don’t know if this is any good:

Terminate the source of moisture/cold on the substrate and increase the airflow across the surface.
We do too! We bought Cuprinol damp paint and it's been brilliant....can't fault it. We now have problem in another room because of new double glazed windows...so we need to clean the mould with bleach and paint this over the wall. Good luck, it's a beast of a problem!
Depending upon how bad the mould is, wear a face mask when attempting to clean it from the paper. The black spores of the mould can get on your lungs and can cause breathing problems. Do be careful.
There are only two possible reasons for mould appearing on the inside of walls of accommodation. One is that the adopted lifestyle of the occupants is inappropriate/unsuitable (inadequate heating, too high atmospheric moisture with inadequate ventilation - the latter commonly being overplayed to the point of demanding draughts, piling moisture in by drying washing on radiators, cooking without extraction, closing individual rooms into sealed cells, etc. are common features). The other is that the accommodation is genuinely unfit for habitation, often simply because of its lack, more likely practical absence, of thermal insulation of walls (although that would not be openly stated in the UK where, sadly, such housing abounds).
