My radiators seem to have gone off, and the light that I THINK is normally on on the boiler by the radiotor icon is off. I ran the hot tap and the boiler started up, and hot water came out. Is it possible for it to be working okay for water but not for radiators?

Yes, the problem will be with yout timer - perhaps you've set it wrongly.
Yes. Check any thermostats in the heating circuit, also check if a motorised valve is stuck, and that the timer is calling for heat on.
Have you put up the room thermostats to see if the radiators warm up, Scarlett?
Central heating systems are usually set up so that the water-cylinder is heated to temperature BEFORE the water is diverted to the radiators.

I can't access the thermostat as it's in my flatmate's (locked) room. I guess he may have turned it down, but I have noticed it happen before when it's basically been on constantly for days. Should there be a sign on the boiler itself, a red light or something? It's silent other than when I turn on the hot tap and then it comes on.
What it means is you have an in line instant hot water system that has no tank. Your heating and controls for the heating are not linked to the in line water function. Your boiler is OK or you would have no hot water. ie. The boiler is firing up and works when asked to, but your heating circuit is not asking it to.

Thanks Togo, so what do you think is the problem- just that the thermostat has been turned down?
Probably.......It is the first thing to check before you can move on, if it is not the stat then you will need to check other things. Timer, pump, etc.
