if I had a shop with living accommodation upstairs,and I wanted to just have the shop and turn the upstairs into a private flat,that has nothing to do with the shop whatsoever,who would I contact to give the flat it's own address.

I'd start at the local council Housing dept

Royal Mail?
Is it worth trying the Post Office? They're the ones who deliver your mail after all.
Planning Dept ?
You need to contact your local council street naming and numbering department. There will (should?) be one.
for postal purposes, just call it 33A and tell everyone that's what it is, and if it has a separate entrance put a 33A on it and give it its own letter slot.
not that simple..council tax etc....

that was just about the mail, minty; for official purposes there'll be numerous hoops to jump through.
