Following helpful discussions a few months ago (thanks guys for your help) I have had 2 quotes. Fischer Heat and Wibo, for upgrading 25 year old storage heaters. Just wondered if anyone who has had new ones can tell me if they really do make a significant difference to electric bills. Quotes have been £5000/4000 total for 4/3 radiators. I'm looking long term investment so not counting how many years to get back the initial outlay.

if they are of the same capacity then no the electric use will be the same,
they might be more efficient at saving the accumulated heat but apart from that i would say no difference in cost
We use heaters made by Dimplex...for a 3.3Kw..£240...for a combi 3.3Kw.. £320
So unless you are having all the circuits replaced and a new off peak distribution board fitted £4-5000 may be a little expensive depending where you are located. You may get it done cheaper and use the money saved on insulation if its needed.
New heaters will be more controllable but the running costs will be much the same.

Many thanks for your replies. It looks like I might be 'ripped off' with the price. Might try and buy 'off the shelf' . Also might ask Which Magazine to do some research.
Cheers for now
