The mains stopcock is situated in a small cupboard.
The tap is 3" from the wall and 5" up from the floor.
My problem is that I am disabled and unable to bend
down. Also the tap is too stiff for me to turn.
Does anyone have any ideas or know of any special
tool that may solve this problem.
Curtis.

You could do with something like this.
Visit your local Hardware shop

Redman, these are mainly used to access stopcocks under a manhole cover, so some may be too long to use in a cupboard.
Given that you can't bend down, Curtis, are you able to kneel? If so, you could turn the stiff tap using gas pliers or grips. If not, I'm afraid you're faced with the expense of having a plumber move the stopcock.
here is a possible solution......these can be fitted just above the existing valve but can be worked by the push of a button located more conveniently......the fitting is about £45.00 and a relatively easy fit.

What a fabulous idea!

My grateful thanks for all your suggestions. My pension does not run to the £45 fitting but I have ordered something from "the sitebox" and hope to be able to bend it at right angles in the hope that this will work.
Many thanks again.
Curtis.
