painted wallpaper boarder bungled

I recently painted the wallpaper in a bathroom, but forgot about checking the seam where the wallpaper boarder is paster over the old wallpaper. After painting, the seam pulled up and caused an outword "lip". How can I remove this "Lip" so that I can install a new wallpaper boarder?
