If you are talking about the units that sit under the sink and mash-up waste so it goes down the sink waste, there is no permissions required in a normal domestic situation.
If you are talking about an externally-located incinerator, it is going to need planning consent. The mind boggles as to what you could be wanting here.

Not me buildersmate....The wife seems to have a notion for one under the sink.
I can't think why as she doesn't bother about recycling waste or any of that stuff as its me who has to separate waste from recycleable items AND of course, put the correct bins out on the correct day!

I'm on the side of your wife - I wouldn't want to be without mine, no smelly bins inside or out.
Food waste can be put through the disposal unit and gets recycled through the waste water /sewage system so you should not need to sort much more out to the recycle bin.
We used to have one of these when I was young.

They are great, except when that naughty teaspoon hides in the saucepan of mucky water.
