Funny cobwebs on plants

My Bougainvillea was ruined this year with a sort of white fungus on the stems and later it developed a strange cobwebby stuff all over. I then went away and came back to find my Oleander had the same problem. Does anyone know what this is? I treated them with bug killer but it made no difference. Never seen it before. Thanks

We had a bush at work that had white cobwebs all over it the gardeners ended up digging out that bush and the one next to it to stop it spreading.

Was a few years back think it was some kind of Silk Worm
it could be red spider mite
Try ggogling processionary caterpillars, could be what you have.

Thanks to all for the advice, however after googling red spider mite I dont think its that and also not processionary caterpillars. Still researching anyway.
