Lime will help, as long as you have no ericaceous plants and don`t intend to grow them.
which pests do you have?
Dig it over and let the birds have a go, if you see them gathering go in and let them feed then come out again. I have blue Tapas which really let me know when I've done enough digging!!
Blue Tapas?? should say Blue Tapas!
Can't put in the word I want, but they are the little blue and yellow birds, sure you know what I mean by now!

The pests are a virus that attacks my tomatoes, and white flies too, am told they can winter over in the soil and emerge come planting season. thought i could find the right product to rototill in the soil and eliminate them over the winter
white fly dont live in the soil so that will not be the cause of them reappearing next year. They will live in a heated greenhouse over winter or if mild then on weeds and plants around the garden. This will be as scales though and not adult flies.

As for the virus then it could be soil bourne so best to rotate the piece of ground that you use for tomatoes or grow in fresh soil or a growbag. Make sure you remove all infected material from the season before and burn it to reduce the spread to the following year.
