what is a good ground cover for a steep slope next to the foundation of my house. The soil is yellow clay.

Cotoneaster will grow on steep slopes, and is tolerant of clay soil.
Yes I agree with kags, cotoneaster will grow anywhere or you could try ivy or vinca.
