Two years ago my neighbours asked me to trim down the leylandi which border our property. In the spirit of goodwill I did this which was quite substantial in cost. They then requested I put up some fencing on our bordering gardens as they child minded and had to have their garden separate from mine. Again, a bit more reluctantly this time, I put up the fencing. They have now asked me to cut back the leylandi again as they are too high, I neither can afford to or want to although at some points the trees are near their house and possibly cold e depriving them of light...Is there a maximum height these trees can be in law ? am I required to cut them back ?

There's no specific answer to you question but the High Hedges legislation may well impact you and your neighbour can (and by the sound of it) probably will involve the local authority in getting you to get these thing trimmed. You will then incur yourself in further costs. Why not be a good neighbour and do the decent thing and trim them back to 10 feet maximum. What possible reason can there be for growing them taller than that.
